Bacolod City dad launches ‘Libre Kapon’


BACOLOD CITY – The office of Councilor Al Victor Espino here has launched a “Libre Kapon” program in a bid to control the population of stray dogs and cats in this city.

Espino said that he is hoping that through this program, many people will be interested to participate in saving stray animals like dogs and cats.

According to animal welfare group PAWSsion Project, the city has around 100,000 stray dogs, and through spay and neuter, they will be able to address the problem brought by overpopulation of strays to the community and ensure the well-being of the animals in this city.

“While rescuing is important and life-saving, the fact remains that we will never be able to rescue all,” the group said in a Facebook post.

The group partnered with Espino’s office, in cooperation with Cebu DVM Warriors, a team of veterinarians, who traveled from Cebu, Dumaguete, and one even from Singapore to volunteer and share their expertise.

About 100 dogs and cats here underwent spay and neuter at the Barangay Villamonte gymnasium on Friday, April 19.

Espino thanked responsible pet owners, who participated in the activity, and those who helped make it successful.
