Acting Prosecutor General Jorge Catalan Jr. has been asked to inhibit himself from handling the $10 million estafa cases against Japanese businessman Kazuo Okada.

The complainant of the estafa complaints, Tiger Resort, Leisure and Entertainment Inc. (TRLEI), has filed a motion for inhibition before the Catalan’s office asking him to inhibit from the cases.
In its motion, TRLEI, which operates Okada Manila hotel and casino, pleaded that “Catalan must inhibit himself from resolving the captioned cases or designating the prosecutor who would take over the captioned cases.”
TRLEI has already sought the inhibition of the Paranaque City Prosecutor Amerhassan Paudac who is handling the two estafa complaints filed by TRLEI against Okada.
The complainant questioned Catalan’s impartiality due to the dismissal of a perjury complaint related to the estafa cases.
“The Acting Prosecutor General Jorge G. Catalan Jr., as concurrent city prosecutor of Makati City, has previously and erroneously dismissed a criminal complaint for perjury filed by the complainant TRLEI against Kazuo Okada and Takahiro Usui, same respondents in the captioned cases,” TRLEI cited.
“Thus, complainant TRLEI seriously doubts that Prosecutor Catalan, if made to act in the captioned cases likewise involving the same parties and related issues, can act with the required objectivity and impartiality,” it stressed.
Meanwhile, the perjury complaint is currently under review before the DOJ.
TRLEI filed before the Paranaque Prosecutor’s Office the estafa complaints against Okada for allegedly embezzling over $10 million from the company’s funds from 2016 to 2017.
Because of the allegations, Okada got kicked out as chief executive officer of TRLEI by the majority shareholders.
