Lawmakers want to strengthen the 25-year old Philippine Public Safety College (PPSC) as the national institution for public safety and homeland security education, training and research.
KABAYAN partylist Reps. Ron P. Salo and Paul P. Hernandez sought the expansion of the PPSC's mission by including Homeland Security career training and higher and continuing education for the Philippine National Police (PNP), Bureau of Fire Protection (BFP) and the Bureau of Jail Management and Penology (BJMP).

"The context and the challenge by which PPSC was created 25 years ago have become broader and more complex. In the 21st century environment, public safety and security issues and concerns are wide-ranging, sophisticated and daunting," they said in filing House Bill 8760 or the proposed Philippine Public Safety and Homeland Security College Charter.
"Pandemics, natural disasters, climate change, transnational organized crimes, terrorism and violent extremism, cybercrime, protection of critical infrastructures, biosafety hazards and other emerging threats expand the domains of public safety and bring into fore a more comprehensive and integrative homeland security orientation for the country," Salo and Hernandez said.
"It is in this light that the need to strengthen the Philippine Public Safety College and elevate its status as the premier and specialized professional training and higher educational institution for public safety and homeland security is paramount and necessary,” they added.
HB 8760 provides that the Philippine Public Safety and Homeland Security College be declared as the national institution for public safety and homeland security education, training and research.
The Philippine Public Safety and Homeland Security College is tasked to serve as the lead institution for the mandatory training, human resource development and continuing education for all police, fire and jail personnel and other public safety and security personnel and practitioners.
It is also mandated to professionalize the personnel of the PNP, BFP, and BJMP and other public safety, law enforcement and security sector institutions.
