Forum on land titling set
The municipality of Binangonan, headed by Mayor Cecilio “Boyette’’ Ynares and the Lawyers’ League of Binangonan (LLB) thru Vice President Ric Rivera announced the holding of a forum entitled “Update on the Land Titling Process on Lands covered by the Guido titles’’ to be held on Saturday, August 29, at the Ynares Gym in Binangonan, Rizal at 3 p.m.
Aside from lawyer Ric Rivera who will speak on the tripartite agreement between the Office of the Solicitor General (OSG), the Land Registration Authority (LRA) and the LLB, the LRA is expected to send a representative to the forum who will speak on the role played by the LRA in finding a workable solution to the land registration problem in Binangonan, Rizal.
It will be recalled that in November 1991, a decision was issued by the Supreme Court recognizing the validity of the title of the Guidos covering some 3,181.14 hectares of land in Binangonan.
As a result, the LRA refused to issue any decree for land titling on lands covered by this Guido title. The decision, however, provided for two exceptions, namely: (1) those who possessed and actually occupied specific portions and obtained torrens certificate of titles and (2) those who possessed certain specific portions for such lengths of time as to amount of full ownership, to be determined in an appropriate proceeding.
The interpretation, however, of exception No. 2 became a problem especially considering that a great majority of Binangonan land owners have no titles to their lands.
With the agreement reached with the OSG and the LRA, the latter has resumed issuing decrees leading to the issuance of the titles to Binangonan landowners.
