CITY OF MALOLOS, Bulacan – Central Luzon Police Regional Director, Brig. General Rhodel O. Sermonia led the launch of a Philippine National Police (PNP) project dubbed Joint Industrial Peace Concerns Office (JIPCO) in Barangay Sumapa, Victory Church Auditorium this city on Wednesday.

(Police Regional Office 3 / MANILA BULLETIN) Sermonia said JIPCO is a community relation program of the PNP intended to insulate industrial zones, primarily manufacturing industries under the Philippine Economic Zone Authority (PEZA) from the nuisance of destructive radical unionism perpetrated by the legal organizations of the Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF) in the labor sector. It will generally be the first line of defense from radical labor infiltration of the labor force and the industrial zones, which is essentially End Local Communist Armed Conflict (ELCAC) concern. Sermonia emphasized that JIPCO will not be an anti-labor, or an instrument of intimidation and repression of the labor rants, and will stand for responsible unionism by harmonizing the labor and capital relations. JIPCO is for the job security and welfare of the workers. It is for industrial peace. He also explained that JIPCO will be a mechanism that will pre-empt industrial crimes, insulate the labor force from the merits of illegal drug abuse and prevent sexually-related abuses in the workplace. It also aims to address industrial crimes like pilferage, technical hijacking, and smuggling. During the said program, a ceremonial signing of the Declaration of Commitment and Solidarity for Industrial Peace and Partnership for Economic Progress was also led by the Region 3 police director with Governor Daniel R. Fernando and Colonel Lawrence B. Cajipe, acting Bulacan police director, Provincial Heads of different government agencies, business managers and owners, security heads, investors and other stakeholders.
