Davao City adopts 'district clustering' system for quarantine pass holders

DAVAO CITY - The city government here has created a “district clustering” system that will be followed by holders of food and medicine (FM) passes during the enhanced community quarantine (ECQ).

Starting Monday, April 20, the use of FM passes has been clustered per district in the city. This means that the FM passes of residents from a particular barangay can only be used in the wet market/palengke, pharmacy and grocery stores inside their district cluster.
“Residents cannot go out of their cluster unless they are exempted because of work,” the city government said.
The new clustering system also states that FM pass can only be used to travel in another cluster when the medicine prescribed by the doctor is not available in their cluster.
It also states that the travel to hospital outside of a resident’s cluster shall be decided by the front liner at the checkpoint, except for emergencies. The same measure also applies to those individuals going to the bank.
The city government also said that district clustering will be implemented in tandem with the FM pass coding, stressing that the FM pass cannot be used on Sunday, as well as during the curfew hours between 6 p.m. to 6 a.m.
Moreover, emergencies do not need to use FM pass.
