Lifting people out of poverty, hastening infrastructure development, and ending the local Communist armed conflict will be the three priorities of President Duterte in the remaining years in office, Malacañang said Sunday.

Presidential Communications Secretary Martin Andanar has bared these three “cornerstones” of the Duterte administration to cement the President's legacy amid preparations for his fourth State of the Nation Address (SONA) in July.
"The three corner stones po of the Presidency for the next three years will yung poverty alleviation program ni Presidente na ito po ay supported and managed by the economic cluster ," he said in a radio interview.
"'Yung infrastructure projects, ito po yung legacy project ni Presidente kaya sabi ko nga eh napaka halaga yung Duterte legacy, yun yung tutukan natin for the next three years, yung Duterte legacy ," he added.
Andanar said the President has also formed a national task force to address the causes of the communist armed conflict.
The national approach would include the delivery of basic services and social development packages in conflict-affected areas, facilitate societal inclusivity, and ensure active participation of all sectors of society in the pursuit of the country’s peace agenda.
"'Yung National Task Force to End Local Communist Armed Conflict na para po maibsan na, kung hindi man matapos na yung communism sa countryside ng ating bansa ,” said Andanar who has recently been designated as Cabinet Officer for Regional Development and Security for Northern Mindanao.
The task force was created by the President through Executive Order No. 70 last December. It aims to ensure the efficient implementation of the whole-of-nation approach in attaining inclusive and sustainable peace especially in conflict affected areas.
The preparations for the President’s SONA before a joint session of Congress, meantime, have started, according to Andanar.
He noted that the President's upcoming SONA will likely include his plans and legislative priorities for the coming year. He said the Presidential Management Staff (PMS) has already started to gather inputs from Cabinet Secretaries for his nationwide public address.
He also expressed confidence that the President's legislative agenda will be passed in the 18th Congress following the victory of many allies in the last midterm elections.
"Therefore, what makes this different is yung SONA ngayong 2019 mas makakasiguro tayo na yung mga legislative agenda ni Presidente ay mas malaki yung tsansa this year na maitulak pa sa Kongreso at sa Senado ," he said.

The President's SONA on July 22 will be directed anew by film and television director Joyce Bernal, according to Andanar.
He added that Bernal deserves to be given a professional fee for her work in this year's SONA. Bernal was tapped to direct the President's 3rd SONA last year without any payment.
"Alam mo dapat bayaran si Direk Joyce, kahit na last year, pro bono, di po siya nagpabayad, pero nakakahiya naman dahil it’s a professional work and she deserves a professional fee,” Andanar said.
But he said the arrangement will still depend on the discussion between RTVM executive director Demic Pabalan and Bernal.
"What is really important is that Director Joyce Bernal has signified her intention to still help the national government," he said.
