The ceremonial signing of the implementing rules and regulations (IRR) of the landmark Universal Health Care (UHC) Law is set on Thursday, October 10 at the Manila Prince Hotel in Ermita, Manila.

This was disclosed by Health Secretary Francisco Duque III during the Kapihan sa Manila Bay session in Malate, Manila on Wednesday morning.
The event will be attended by former Senator JV Ejercito, Quezon City 4th District Representative Angelina Tan, and Philippine Health Insurance Corporation (PhilHealth) President and Chief Executive Officer (CEO) Brig. Gen. Ricardo Morales.
Ejercito was the principal sponsor of the bill as he was the previous chair of the Senate Committee on Health during the 17th Congress.
Tan also sponsored the bill at the House of Representatives along with former Kabayan Representative and then-presidential Spokesperson Harry Roque.
“Sa atin pong implementing rules and regulations, ang unang una po natin na gagampanan dito ay yung sa pagsasakatuparan ng automatic eligibility of each Filipino into the national health insurance program. So, automatic member na siya,” he said.
“Number two, yung capacity building ng ating primary care providers because in the UHC, there is what we call a paradigm shift. A paradigm shift is putting more emphasis and focus on primary care,” the health chief added stressing the importance of health promotion and disease prevention.
Duque also assured that reforms, primarily in the state-insurance corporation PhilHealth, are underway to eradicate fraudulent activities.
The UHC was enacted into law last February 20 and is expected to provide a full range of health care services for Filipinos from preventive to promotive, curative, rehabilitative, and palliative —at an affordable cost.
