The Philippine National Police (PNP) should give free rides to people affected by the suspension of public transportation in areas under quarantine due to the coronavirus pandemic, President Duterte said Monday night.

Those people walking on the road could either be health workers, patients on the way to hospitals, or someone who simply can't find a ride to reach their destination, according to the President. "To the PNP, marami ‘yang makita mo ngayon, kasi kukulang nga ang sasakyan eh. But there are people who are forced to travel for a host of reason.... the police must stop at pasakyan --- pasakayin ninyo itong mga babae na ito --- ah, mga tao na ito at ihatid ninyo sa lugar nila," he said in his public address Monday night. (To the PNP, you've seen many people because there is a shortage of vehicles, but there are people are forced to travel for a host of reasons...The police must stop and give women and other people a ride to their destination) Duterte said if the destination is far, the policeman can bring the person to nearest boundary and ask another cop to transport them to their final destination. "Lahat ‘yan mga matanda, lalo ng may mga sanggol dala, mga babae sa gabi naglakakad tapos madilim, ganoon, they must be provided with transportation and that is the transportation of government. Maski --- karamihan diyan pulis. Huwag kayong mag-atubili kasi ang gasolina mura," he said. (All the elderly, the ones carrying babies, women walking at night, they must be provided with transportation and that is the transportation of government. Most them are policemen. Don't hesitate to help because gasoline is cheap.) The government has suspended public transportation since the extended community quarantine was first enforced in Luzon in mid-March. The quarantine measures have been extended in Metro Manila and other high-risk areas until May 15 to contain the spread of the coronavirus disease. Public transportation, however, may begin operating at reduced capacity in areas under general community quarantine (GCQ) starting May 1. Duterte said the government is still drafting the guidelines for public transportation in the places under GCQ.
