50 ex-NPA members receive gov't support

By Mike Crismundo CAMP BANCASI, Butuan City – The fifty members of New People’s Army (NPA) who surrendered to different field units in various places in Bukidnon province already received government support through the Enhanced Comprehensive Local Integration Program or E-CLIP, the Civil Military Operation (CMO) of the 403rd Infantry (Peacemaker) Brigade told The Manila Bulletin on Friday. (MANILA BULLETIN) (MANILA BULLETIN) In a statement, the 403rd CMO said these former NPA members who enrolled in the E-CLIP have received financial and livelihood support from the government in a ceremony held in Bukidnon province on Wednesday. Bukidnon Gov. Jose Maria R. Zubiri Jr., chairman of the E-CLIP committee in that province handed over "start-up" cash assistance to the said former rebels, which include immediate assistance worth P15,000, livelihood assistance of P65,000, as well as firearms remuneration, said the 403rd Brigade, in a statement.. The 50 surrenderees consisted of NPA regulars and "Militia ng Bayan" members, the military said, adding most of them belong to the Indigenous People (IP), it said. Earlier this year, some 100 former rebels also received the same E-CLIP benefits, while 223 more surrenderees are waiting in line, the 403rd Brigade said. The military said the surrender of the former rebels is usually facilitated by relatives, friends, and barangay officials who accompanied them to the different field units in Bukidnon. Meanwhile, Northeastern and Northern Mindanao 4th Infantry (Diamond) Division (4th ID) chief Maj. Gen. Ronald C. Villanueva, also acting commander of the AFP Eastern Mindanao Command (EastMincom), assured the former rebels that the government will continue supporting them while their rights will be also fully protected under the International Humanitarian Law or IHL. "As long as you do not participate directly in the armed conflict, whoever harms you will face public condemnation," 4th ID chief added.
