DSWD vows to complete SAP distribution within this month

The Department of Social Welfare and Development today vowed   to exhaust all means to ensure that the second tranche distribution of the Social Amelioration Program will be completed within this month.

DSWD Undersecretary Rene Glen Paje said so far, they have covered more than 13.9 million beneficiaries or  98 percent of the 14.3 million low-income households targeted to receive the second wave of subsidies.

"Sa kasalukuyan, 98 percent na ang accomplishment rate para sa ikalawang yugto ng SAP,” he said during the virtual “Laging Handa” briefing. 

(Currently, we have reached 98 percent accomplishment rate for the second phase implementation of SAP)

“Sinisikap din po ng ahensya na matapos natin sa buwang kasalukuyan ang distribution na ito upang tayo ay makapaghanda sa implementasyon ng mga programa sa ilalim ng Bayanihan to Recover as One Act o ‘yung tinatawag natin na Bayanihan 2.” 

(The agency is trying to complete within this month the distribution so that we can prepare for the implementation of the programs under the Bayanihan to Recover as One Act or the Bayanihan 2)

Among the programs and services that will be implemented by the DSWD under Republic Act  No. 11494 or Bayanihan 2 are the emergency subsidy to affected low-income households in areas under “granular lockdowns”;  Assistance to Individuals in Crisis Situation (AICS); distribution of food and non-food items; livelihood assistance grants (LAGs), and supplementary feeding program for day-care children. 

DSWD Secretary Rolando Bautista had earlier clarified that the assistance that will be extended by the government under Bayanihan 2 is not an extension of SAP which was provided under the “Bayanihan to Heal As One Act”  or RA 11469 or popularly known as Bayanihan 1.

Paje said the agency is closely coordinating with the partner-financial service providers (FSP) to address the cases of  “failed" transactional accounts after the beneficiaries failed to supply the necessary and correct personal information, including their middle names and their cellphone numbers. 

He  attributed the agency’s failure to immediately complete the distribution to the delayed submission of the list of SAP beneficiaries by the local government units (LGUs) and limited movement of SAP frontliners in COVID-infested areas and in geographically-isolated and disadvantaged areas (GIDAs).

The 11 areas covered by SAP 2 are Region 3 (Central Luzon) , except Aurora, Metro Manila; Region 4-A (Calabarzon); Benguet; Pangasinan; Iloilo; Cebu; Bacolod City; Davao City, Albay,  and Zamboanga City.
