Manila bans 'sabit' in PUVs

The Manila City Council led by Manila Vice Mayor John Marvin “Yul Servo” Nieto passed an ordinance prohibiting public utility vehicles (PUV) from allowing passengers to hang on the jeep’s entryway.

Nieto announced on Saturday, Nov. 11, that City Ordinance 9003, or the “Bawal Sabit on Public Utility Vehicle(PUV) Ordinance will soon be implemented after it was approved for final reading and publication during the MCC's session on Nov. 9.

It will take effect 15 days after its publication in at least two newspapers of local circulation.

City Ordinance 9003 prohibits drivers from overloading PUVs and allowing standing passengers to hang on the jeep’s entryway.

"The practice of some public utility vehicle passengers to get a ride, even in fully loaded jeeps as standing passengers through the risky “sabit” scheme, could now be a thing of the past in Manila with the passage of City Ordinance 9003," the city government said.

It was filed by Manila First District Councilor Martin “Marjun” Isidro, Jr. to help lessen vehicular accidents in Metro Manila.

In 2022 alone, the Metro Manila Development Authority(MMDA) recorded the highest number of vehicular accidents at 58,447 cases, or an average of 157 cases daily.

Meanwhile, the most recent report by the MMDA has shown that Metro Manila has been experiencing an average of almost 211 road accidents daily, or a total of 44,493 from January to July 2023.
