Senators air thoughts on special session

Senators on Tuesday floated the idea of Congress being called to a special session by President Gloria Macapagal Arroyo as both the Senate and the House of Representatives have only four more days of legislative duties before both chambers go on a three-month election recess starting February 5.

Administration Sen. Miriam Defensor Santiago made the initial move after bills in the Senate calendar are being acted upon at a turtle’s pace as result of the protracted debate on the controversial C-5 road project.

Santiago is referring to the controversial report of the Senate committee of the whole finding a presidential candidate, Sen. Manuel Villar, guilty of unethical conduct on the C-5 road project where senators split ranks to support or go against Villar.

Senate President Pro Tempore Jose ‘’Jinggoy’’ Estrada said he supports the idea floated by Santiago but asked: ‘’who will attend when majority of the senators will be in the campaign trail?’’

‘’Can we muster a quorum?’’ he asked as he and Senate President Juan Ponce Enrile will be out in the provinces pressing their senatorial bid under the Pwersa ng Masang Pilipino (PMP) party of his father, former President Joseph Estrada, who himself is seeking another crack at the presidency.

A reelectionist, Sen. Ramon ‘’Bong’’ Revilla Jr. said he does not mind working in a special session if there are urgent measures to be acted upon.

Senator Benigno Simeon ‘’Noynoy’’ Aquino III, the presidential bet of the Liberal Party (LP), wanted to see the list of urgent measures to be passed by Congress.
