Senate can reopen censure bid on May 31, says Enrile
The “frozen’’ Senate committee of the whole report on the controversial C-5 road project where presidential candidate Sen. Manuel Villar Jr. faces censure from his colleagues in the 23-member Senate could be reopened when the Senate resumes regular session for four days starting May 31, Senate President Juan Ponce Enrile said Thursday.
From May 31 to June 4, both the Senate and the House of Representatives convene themselves as the National Board of Canvassers to tally the results and announce the winner of the May 10, 2010 presidential and vice presidential elections.
“A (committee) report is in order at anytime when called,’’ Enrile said, adding that the Senate, if it has the numbers, could reopen the committee report when the senators reopen their doors for the post-election four-day regular session starting May 31.
They will later go to the Batasang Pambansa in Quezon City to canvass the votes for the presidential and vice presidential votes.
After their chore at the Batasang Pambansa, the headquarters of the House of Representatives, the Senate can then declare that the 14th Congress is adjourning sine die. Both legislative chambers shall then reopen their doors for the 15th Congress when the new President has taken over and is scheduled to deliver his or her State- of- the-Nation address (SONA) on July 26.
The sudden adjournment of the Senate last Wednesday because of lack of quorum following the boycott or absence of 11 other senators put in jeopardy several important bills.
This kind of adjournment of the Senate where there is no quorum is the first in the Senate’s 94-year-old history, Senate Majority Leader Juan Miguel Zubiri said.
It also put on hold the recommendations in the report of the Senate committee of the whole (SCOW) chaired by Enrile that Villar be censured for unethical conduct and that he should reimburse to the state P6.1 billion, which the Villar real estate business benefitted from the alleged “double insertion’’ of P200- million and re-alignment of the C-5 road project.
