CHR condemns 'hazing of minor' in QC, conducts own probe
The Commission on Human Rights (CHR) has condemned the hazing incident involving a minor in Quezon City and has mobilized its own personnel to conduct a probe.
“Violent acts, especially those that trample upon the dignity of minors, despite the presence of the Anti-Hazing Law and the Anti-Child Abuse Law, should be condemned," the CHR stressed in a statement.
Citing reports, the CHR said that the hazing was conducted last June 16 by the fraternity president of Magic 5, a member of the Alpha Kappa Rho International Fraternity, and the president of SPB fraternity.
It said the minor passed out due to unbearable pain and physical injuries, and was eventually hospitalized.
It noted that the Quezon City Police District (QCPD) reported that the victim, reportedly a member of the Scout Royale Brotherhood Nu-Theta Chapter Fraternity and transferred to Magic 5, insulted his former "brothers."
Invoking fraternity rules, he was allegedly taken to San Roque in Barangay Pagasa in Quezon City for "discipline" and was transferred to a shop along Road 10, where his former brothers conducted the hazing.
The CHR said that the QCPD also reported that a 21-year-old president of a fraternity has been arrested and will be charged with physical injuries and violations of Republic Act No. 7610, the Anti-Child Abuse Law, and RA 8049, the Anti-hazing Law, before the Quezon City Prosecutor’s Office.
The CHR acknowledged QCPD’s efforts in arresting one of the suspects and its relentless hunt for the remaining accomplices.
"We continue to urge all concerned agencies -- local governments, security sector, and schools -- for concrete mechanisms to prevent
“psychological harm to the victims," the CHR said.
The CHR reminded Filipinos that it is everyone's collective responsibility to create a safe space for the youth as it enjoined communities to remain vigilant and to report to authorities any incidence of hazing and abuse.
