House Majority Leader and Camarines Sur Rep. Rolando Andaya Jr. is facing a new complaint before the Office of the Ombudsman due to his failure to disclose several properties in his 2016 and 2017 Statements of Assets, Liabilities, and Net Worth (SALN).

The complaint against Andaya and his wife, Marissa Lourdes Andaya, was filed yesterday morning by the Truth and Justice Coalition led by its president, Greco Belgica.
The group wants Andaya charged for violation of Section 7 and 8 of Republic Act 3019 or the Anti-Graft and Corrupt Practices Act, Section 8 of R.A. 6713 or the Code of Conduct and Ethical Standards for Public Officials, and Articles 183 and 171(4) of the Revised Penal Code, also known as perjury and falsification.
Aside from the criminal charges, they want Andaya held liable for administrative charges such as serious dishonesty and grave misconduct.
According to Belgica, Andaya has "unexplained and undeclared wealth" even though his net worth for 2016 and 2017 pegged at P45.65 million remained the same.
His real properties, personal properties, liabilities, and even the notarial details of his SALNs remained exactly the same between those years. The complaint stated that for Andaya "to submit two separate documents bearing the same notarial details, and to thereafter present these two documents as different from each other constitutes perjury and falsification."
Andaya's declared cash in bank also remained steady at P5 million, and Belgica said it is "grossly impossible" for this not to move a single centavo within a span of one year.
The complainant revealed that Andaya and his family made several travels to Hong Kong, Malaysia, Singapore, Japan, USA, Korea, Vietnam, Qatar, and China from 2015 to 2017. If Andaya's SALNs were to be believed, Belgica said these travels are beyond his financial capacity.
"Respondents' declared cash assets cannot justify their travel expenditures," the complaint stressed.
Belgica added that Andaya failed to declare nine properties - one in Quezon City, three in Naga City, four in Camarines Sur, and one in Taguig City. This is just the tip of the iceberg, since there are six more properties in Cavite registered in the name of their business.
Andaya further failed to disclose his vehicles, since he only indicated a valuation of P2 million for his cars and P1.5 for his utility vehicle. But in truth, the total value of vehicles registered under his and his wife's name amount to P12,545,000.
The couple reportedly registered several vehicles in the name of other individuals. And for Belgica, this "only points to their intent to mislead not only the government, but also the public, of the breadth of his massive wealth," the complaint read.
Another thing Andaya and his wife failed to declare was their business interest in Noy and Ning's Corporation. The paid-up capital of the corporation as of April 1, 2018 already amounts to P31 million, according to Belgica.
The corporation also owns "vast properties," the complaint revealed, but there is a cloud of doubt since "the said corporation has no known activities and has not actively engaged in business."
The complaint even stated that Andaya has acquired 19 firearms in 2017 and 16 firearms in 2016. These should constitute as personal property, but Andaya made no declarations about it.
"The said firearms are worth millions in undisclosed assets, estimated at a few thousand pesos short of five million pesos," the complaint read.
Lastly, Andaya did not declare any relative in government service, but he has several - his sister, Maria Belen Andaya Eusebio, was elected mayor of Pasig City from 2013 to 2016.
His sister's husband, Robert "Bobby" Eusebio, was elected Pasig mayor from 2016 to present. His first cousin, Salvador Senar Jr, was Magaro, Camarines Sur mayor from 2013 to 2016. He is currently board member of the province from 2016 to present.
Another first cousin, Warren Senar, was board member of Camarines Sur from 2013 to 2016.
Belgica said in an interview after the filing that they are going to file more complaints against many congressmen, senators, former secretaries, and mayors.
But for now, their case against Andaya is the one that has strong and complete evidence. "Serious ang SALN (The SALN is serious)... has to be justified. Okay lang naman na mayaman ka eh, importante na najustify mo yung pinagkunan mo ng pera (It's okay to be rich, just as long as you justify where you got your money)," Belgica said.
