Senator Aquilino Pimentel III said Tuesday, April 28, that only essential services should be allowed or even encouraged to be done and performed every day even under the ‘’enhanced community quarantine’’ (ECQ) policy.

The services to society that should be allowed to function, according to Pimentel, a former Senate President, are:
1. Food propagation, production and distribution and sales and everything related to or connected with food; sari-sari (variety) stores should be allowed to open.
2. Health related services like hospitals pharmacies, clinics (clinics should be allowed to open).
3. Banks.
4. Allow logistics and deliveries of food and non-food items; allow "trade and commerce" through delivery services.
5. Allow manufacturing firms to open subject to safe practices if these firms are connected with food or medical items like production of masks, personal protective equipment (PPEs) ventilators, oxygen-related machines, among others.
6. Resume activities related to the nationally determined big-ticket construction projects subject to safe practices.
