Isko suspends classes, LGU work in Manila on Thursday

Manila Mayor Francisco “Isko Moreno” Domagoso has ordered the suspension of classes in all levels in public and private schools and local government work in the nation’s capital on Thursday, October 31, 2019, in preparation for the observance of All Saints’ Day and All Souls’ Day.

There is also “a need to give them ample time to travel to and from the different regions nationwide to celebrate with their families,” it added. Morebo, however, said the Manila Disaster Risk Reduction Management Office, Department of Engineering and Public Works, Department of Public Services, the Manila Traffic and Parking Bureau, Manila Health Department, the six city-owned hospitals should continue operations as they are involved in the delivery of basic and health services. Half-day Malacañang likewise ordered half-day suspension of government work on October 31 in preparation for the All Saints’ Day weekend. The work suspension in government offices was contained in Memorandum Circular No. 69 issued by Executive Secretary Salvador Medialdea. “To provide government employees full opportunity to properly observe All Saints’ Day (01 November 2019) and to allow them to travel to and from the different regions in the country, work in government offices on 31 October 2019 is hereby suspended from 12:00 noon onwards,” the circular read. Exempted from the work suspension are agencies involved in the delivery of basic and health services, disaster preparedness and response, and other performance of other vital services. Medialdea said these concerned agencies must continue with their operations and render the necessary services. The Palace, however, did not declare any suspension of classes and work in the private sector. “The suspension of classes in private schools and work in private companies and offices are left to the sound discretion of their respective heads or employees,” the circular read. Peralta also announced a half-day work in all courts in the country on October 31, to enable court officials and employees to prepare for All Saints’ Day celebration on November 1. The advisory on half-day work that ends at 12 noon is contained in a memorandum circular issued by Peralta in line with the Supreme Court’s resolution issued on Aug. 28, 2018. It covers the Supreme Court, Court of Appeals, Sandiganbayan, Court of Tax Appeals, the Presidential Electoral Tribunal, and all first and second level courts like the regional trial courts, municipal trial courts, municipal circuit trial courts, municipal trial courts in cities, metropolitan courts, and all Shari’a courts.
