Villar bares plan for first 100 days

Should he win in the election next week, Nacionalista Party standard-bearer Sen. Manuel “Manny” Villar’s first order of the day would be to call on national leaders and the presidential candidates to a meeting for a national reconciliation to move the country forward and achieve an ultimate goal—to end poverty.

Villar issued the statement even as he laid down his doable plans for his first 100 days as president if given a chance to govern the country.

Among his plans in his first 100 days in office is the immediate repatriation of all stranded OFWs, the conduct of lifestyle checks on all government officials, direct immediate increase in the salaries of all government employees, particularly teachers, soldiers and policemen and the increase of minimum wage of all workers in the private sector and creation of more jobs by launching an extensive infrastructure building program.

On education, Villar said he will prioritize huge funds for the hiring of more teachers, building of more classrooms and acquisition of more books, free college education to deserving children of all government workers and the reinforcement of feeding program for indigent school children.

As for health programs, Villar said he will direct the building of government hospitals in all regions with modern equipment for treatment of serious illnesses, free medicines to all indigents, extend the coverage of Philhealth to include the poor, and the exclusion of government doctors, nurses and health workers from the salary standardization law to ensure quality of health/medical services.

Also listed in Villar’s plan for his first 100 days are:

Infrastructure/Housing – Address squarely the perennial problem of squatters by providing affordable housing to informal settlers; Prioritize funding for the construction of major highways.

Agricultural Revolution – Free fertilizers and other farm inputs for all farmers for one year to jumpstart the agricultural revolution and two years for those affected by El Niño and other calamities/typhoons; Implementation of Comprehensive Agrarian Reform Program.

Energy and environment – Bringing down of the price of electricity and water rates; Review of oil deregulation law; Massive tree planting.

Peace and Order/Security – Advancement of the nationwide plan for lasting peace in Mindanao and other areas affected by insurgency; Professionalize the AFP at PNP.

Finance, Trade and Commerce – Setting up of one-stop shop for foreign and local investors to encourage a healthy investment climate and eliminate red tape; Review and overhaul the tax system and remove the discretionary power of BIR and Bureau of Customs and other collection agencies to eliminate graft and corruption; Direct the DBM to immediately release IRA funds to LGUs.

“If given a chance to serve our people, these are among the doable programs that I intend to do in my first 100 days,” Villar said.
