Noynoy as "water czar" urged to avert crisis

As the queue for water gets longer, a legislator in the House of Representatives on Wednesday proposed President Benigno Simeon "Noynoy" Aquino III as "water czar" to ease the water crisis in the country, particularly in Metro Manila.

Eastern Samar Rep. Ben Evardone explained that only President Aquino can issue directives "so forceful, urgent, and adequately-funded" after giving up the stewardship of Department of Interior and Local Government (DILG).

"Only with P-Noy acting as water czar can the government ensure the seamless and intrigue-free coordination among the various agencies that are concerned with water distribution and water resource management," Evardone said.

"There are too many water agencies with overlapping functions. Only the strong and persuasive hand of the President can make these agencies agree to smoothly coordinate their efforts," he pointed out.

Citing the redundant mandates of various agencies on water distribution, Evardone suggested the consolidation and integration of such function to just one department so as to have a coherent policies and programs on water.

The Metropolitan Waterworks and Sewerage System (MWSS) and Maynilad Water Services Inc. have been having trouble proving enough water supply for Metro Manila after experiencing leaking pipelines as Angat Dam continues to dry up.
