LPA outside PAR may develop into cyclone in 24 hours — PAGASA
The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) on Monday, Nov. 13 is still closely monitoring a Low Pressure Area (LPA) outside the country’s area of responsibility as it may develop into a tropical cyclone within 24 hours.

PAGASA weather specialist Obet Badrina said the LPA, which was located 1,400 kilometers east of northeastern Mindanao around 4 a.m., has a "high chance" of developing into a tropical cyclone on Monday or Tuesday, Nov. 14.
Badrina added that the potential tropical cyclone may enter the Philippine area of responsibility (PAR) on Wednesday, Nov. 15.
Although its track is still uncertain, he explained that tropical cyclones in November typically track toward Visayas or Mindanao, or recurve toward Japan.
It will be given a local name "Kabayan" once it develops into a tropical cyclone inside the PAR.
Meanwhile, PAGASA said cloudy and rainy weather will persist in parts of Luzon due to the shear line and the northeast monsoon or "amihan."
Bicol Region, Aurora, Quezon and Northern Samar will have cloudy skies with scattered rain showers and thunderstorms caused by shear line—an area where the cold northeasterly winds and warm easterlies converge.
The public was warned of the possibility of flash floods or landslides in these areas due to moderate to heavy rains.
In Cagayan Valley and Apayao, cloudy skies with rains are expected, while partly cloudy to cloudy skies with isolated light rains may be experienced in Ilocos Region, the rest of Central Luzon and the rest of Cordillera Administrative Region due to amihan.
PAGASA said Metro Manila and the rest of the country will have partly cloudy to cloudy skies with isolated rain showers due to localized thunderstorms.
It advised the public to be cautious of flash floods or landslides in high-risk areas during severe thunderstorms.
