Mayor creates task force for Baguio cyber security
BAGUIO CITY – City Mayor Mauricio G. Domogan has ordered the creation of a task force to address strategic policy dimensions of cyber security and develop a local integrated technology defense capability for the city government here.
Under Administrative Order No. 125, Series of 2010, Domogan justified the creation of the task force by citing how much bolder threats to information systems and attacks to information technology systems, infrastructures and resources have become.
He recalled that in the Government Service Insurance System (GSIS), pundits observed how a “blending speed” in processing GSIS loans now rivals even the slowest of crustaceans during the age of the dinosaurs.
The planned task force will prevent any information technology destruction and ensure continuity of service and protection of important data.
It will be divided into three teams: The Senior Executive Team, composed of Domogan, Vice Mayor Daniel T. Farinas, and Councilor Elmer Datuin; the Executive Team, composed of City Budget Officer Leticia Clemente (action officer) and her members – City Treasurer Thelma Manaois, City Accountant Antonio Tabin, City Legal Officer Melchor Rabanes, Assistant Budget Officer Alex Cabarubias, and Assistant Assessor Nilda Navarro; and the Technical Team, composed of Information and Technology Officer Medardo Dino of the City Treasurer’s Office, Leo Obviedo of the City Budget Office, Remedious Agranzamendez from the City Council, and Marieta Alvarez of the City Buildings and Architecture Office.
The creation of the task force on cyber security was anchored on Proclamation No. 2054 issued on May 11, 2010 which proclaimed every month of September as Cyber Security Awareness Month nationwide.
While the Senior Executive Team is tasked to closely coordinate with the national cyber security task force and to see to it that it has a working replication of the same in the city, the Executive Team is tasked to implement and oversee risk management tasks.
