Published Nov 15, 2023 09:15 am

The Department of the Interior and Local Government (DILG) commended the Quezon City 21st Council for winning the Metro Manila Outstanding Sanggunian in Highly Urbanized Cities (HUCs) of the 2023 Local Legislative Award (LLA) for its excellent  performance from 2019 to 2022.

In a statement, DILG-National Capital Region (NCR) Director Maria Lourdes Agustin noted that  that feat earned the Quezon City Council ‘a well-deserved’ nomination for the national level assessment for the HUCs.

Based on the audit indicators, Agustin disclosed that the Quezon City Council garnered an overall score of 99. 5 percent to top all NCR LGUs in the said category.

The HUCs throughout the country were vetted by the Regional Awards Committee (RAC), which is chaired by the DILG-NCR, and composed of representatives from the PCL, the Vice Mayors League of the Philippines (VMLP), the Metro Manila Councilor League (MMCL), the Department of Budget and Management (DBM), the Department of Environment and Natural Resources (DENR), the Department of Agriculture-Bureau of Fisheries and Aquatic Resources (DA-BFAR}, and the Philippine Chamber of Commerce Industry (PCCI).

Led by Quezon City Vice-Mayor Gian Sotto, the QC Council was recognized for its outstanding achievements, principally for its introduction of innovative concepts and practices that significantly enhanced the implementation of initiatives, particularly in formulating legislation that is responsive to the diverse needs of local communities in its jurisdiction.

“This is a proud moment for the 21st City Council, and more importantly our fellow Quezon Citizens. With humility but with a great sense of accomplishment, the City Council considers this recognition as a testament to the hard work and dedication of the officials and employees of the Legislative Department in pursuit of the city government’s advocacy of a ‘StrongFamily, StrongQC’ to deliver programs and projects that are needed to address the various concerns of the metropolis! All Praise and Glory to the Lord our God Almighty!” Sotto stated.

“The 21st City Council gave QCitizens what they truly deserve – a legislative department that efficiently and effectively blends legislative work and public service. As we have been repeatedly saying, kami ang 21st City Council ng Quezon City,” he added.

The 2023 Local Legislative Award recognizes the exemplary performance of city and municipal councils from July 1, 2019 to June 30, 2022 for legislating measures that help build the foundation of meaningful local administration and development,’’ the city government explained.

It likewise accords official recognition to city and municipal sanggunians that excel in the enactment of ordinances or resolutions that contribute to the attainment of desirable socio-economic and environmental outcomes, specifically to bestow official recognition to innovations and distinctive practices in local legislation, to institutionalize a system of recognition to the Sangguniang Panlungsod and to the Sangguniang Bayan for exemplary performance, and to inspire local legislatures to excel in the performance of their functions.
