Comelec Nullifies BM's Win in May

TABUK CITY — After only over four months of pendency, the first division of the Commission on Elections (Comelec) nullified the proclamation of the fourth board member of the province’s first district.

In a ruling promulgated last month, the Comelec cited the proclamation of board member Alfonso Canao as void.

The ruling favored the contention of Diogenes Gupaal that the provincial board of canvassers acted illegally, prematurely and hastily when it proclaimed Canao because it allegedly used the results of the final testing and sealing in clustered precincts Nos. 8, 12 and 14 in Pinukpok town as the basis for the said proclamation.

Canao recently filed a motion for reconsideration on the Comelec decision, citing that he was deprived of due process in the said case. (Dexter A. See)

ISA Cites Good LGU in Balanga

BALANGA CITY, Bataan — The Institute for Solidarity in Asia (ISA) has cited this component city as one of the top performing cities in the country for the past several years.

The ISA, through its founding chairman and president Jesus Estanislao, based its citation on the various collectible efforts undertaken by the administration of Mayor Joet S. Garcia, in stopping corruption and raising taxes to improve the quality of life and giving hope for the people of Balanga.

What makes the city more efficient in delivering public service is the utilization of the so-called Performance Governance System (PGS), a Harvard University-designed scheme. Earlier Garcia tapped the public and private sectors to fund and develop priority infrastructure projects of Balanga, including the construction of an Arcade. (Mar T. Supnad)
