P600 Advance Payment Benefitting OFWs — Binay

MANILA, Philippines — The advance payment of P600 to the Home Development Mutual Fund (Pag-IBIG Fund) by departing Filipino workers may have been suspended, but Vice President Jejomar Binay said overseas Filipino workers (OFWs) should be convinced that it will be beneficial to them in the long run.

“Yung P600 na yun, kung hindi ito ang pinakamaliit, isa sa pinakamaliit na babayaran ng aalis nating kababayan [The P600 initially required among OFWs is one of the lowest, if not the lowest, amount that a Filipino worker leaving the country would have to pay],” Binay said.

He, however, said he acknowledged that the problem with implementing the compulsory payment of P600 among Filipino workers set to leave the country had become a burden because they were also concerned of other expenditures before going abroad.

He said he will continue to explain the positive effect of OFWs’ advance payment to Pag-IBIG Fund in his upcoming dialogues with Filipino migrant organizations.

Binay ordered the suspension of Memorandum Circular No. 06 Series of 2010 in August that required OFWs a six-month advance payment to Pag-IBIG as a precondition to their departure.

Binay said that it would be more convenient to them in the long run, as he reminded OFWs that it is now compulsory that they become members of Pag-IBIG Fund. Membership to the Fund used to be optional among OFWs. “Food, education, and shelter are the essentials being dreamed of by our OFWs while they are working abroad,” Binay said.

Philippine Overseas Employment Administration Administrator (POEA) Jennifer Jardin–Manalili, in a briefing to the Vice President, assured that OFWs can continue paying their Pag-IBIG membership in Philippine Overseas Labor Offices (POLOs) abroad under the Kabayanihan Program.

The program integrates various social protection services for OFWs such as access to services of Pag-IBIG Fund, Social Security System, Philhealth and POEA. The one-stop transaction system has been set up at POLOs abroad.

“Makakapagbayad ang ating mga kababayan para ma-continue nila ang membership nila [OFWs abroad can continue paying for their membership there],” Manalili said.

its really very difficult convincing ist time ofws to contribute to the fund due to the many pressing uncertainties an ofw faces. its better to make it optional or required after they make their 1st tour of duty abroad. govt must make extra efforts to convince ofws to be responsible in setting aside a home for their future as most invest their hard earned money in squander or ill-advised ventures and then live in a squatters area...those who have land titles under their name(or wife's name w/spa)may be exempted....marketing a good home and its financial benefits in the long run will be a good eye-opener for the ofw.

I think di naman ang pagbabayad or amount ang usapin dito, ang tanong kasi pag nangailangan na ang OFW or nanghiram na sa PAG-IBIG man, PHILHEALTH o sa SSS, pahirapan ang sistema, para bang kami pa ang nakikiusap, the fact na may naihulog/contribute na pera ang OFW.
Sana bigyan ang pansin ang sistema.
At isa pang nakakapanginig nang laman, experience ko lang sa mga POLO o Embassy sa ibang bansa, ang mga empleyeado ay laging nakasimangot,suplada,suplado, parang bang may utang na loob kaming mga OFW sa kanila.
Magtatanong ka lang, sisimangutan kana. At karamihan sa embassy o POLO walang sistema, sa pagpila na lang, wala man lang queue number o tao man lang na mag-aayos nang pila.
Simple lang ito, pero kung tutuusin, kung titingnan natin, huling-huli na tayo sa ibang mga bansa. Magsimula man lng sana tayo sa pinakamaliit.

Once again isang magandang araw po dyan sa atin,siguro po Mr.Vice President maganda kung magkaroon muna ng forum o consultation kasama mga kinaukulan o representante ng panig ng mga OFW tulad namn and sa panig ng government natin,sa palagay ko po hindi dapat na gawing voluntary na magpamember ang isang OFW sa pag-ibig fund,totoo po na medyo maliit ung halagang P600.pero isipin din po sana na may karapatan ang isang OFW na tumanggi lalo pa na kung may bahay na ito,dahil sa pagkakaalam ko kapag nagloan ang isang member ay magagamit lang ito sa pagpapagawa o renovation ng bahay.huwag nyo naman po na sikilin karapatan namin,hindi po dapat na gawing voluntary kung hindi po optional o kung ung may gusto lang
