CAMP COL. RAFAEL C. RODRIGUEZ, Butuan City – Two beneficiaries of the Good Conduct Time Allowance (GCTA) law surrendered to the police stations in Caraga region on Friday in accordance to President Duterte’s directive recalling their release.

P/Brig. Gen. Gilberto DC Cruz, regional director of Caraga Police Regional Office 13 (PRO 13), identified the GCTA beneficiaries as Adrian V. Agao, 40; and Terencio F. Llospadas, 51.
Agao surrendered to Barobo Police Station, while Llospadas turned in himself to Butuan City Police Office-Station 4.
Agao was detained on March 27, 2017, in Cebu City for violation of the Comprehensive Dangerous Drug Act of 2002. He was released from prison on June 13, 2019, while Terencio was detained on June 4, 2003, in Davao City for 2 counts of Rape and he was released from prison on July 24, 2019.
“The two voluntarily gave up themselves to the said police stations,” the region’s top police official said.
“We are calling other beneficiaries of the GCTA law to surrender to the nearest police unit,” he said.
“As ordered by President Rodrigo R. Duterte, those who will not submit themselves within 15 days will be considered as fugitives,” also stressed Cruz, in an exclusive interview with The Manila Bulletin on Saturday.
The government earlier ordered convicts, especially those who were involved in heinous crimes that have been freed under Republic Act 10592, to surrender to the nearest police station or to the military.
