Davao City holds surprise anti-terror drill for 39th Kadayawan Festival

DAVAO CITY – Authorities conducted a surprise unannounced two-part simulation exercise on Wednesday, August 7, in two separate areas in preparation for the 39th Kadayawan sa Dabaw Festival here starting on Thursday, August 8.
The first scenario involved a bag with a fake explosive device left at the Dumalag road junction of the Davao City Coastal Road where a civilian who saw the bag reported it to a nearby patrol car and a K9 unit was sent to secure the area.

The second scenario involved an improvised explosive device (IED) explosion outside the Central Convenience Store on Roxas Ave. resulting in multiple casualties.
Task Force (TF) Davao commander Col. Darren Comia said the exercise intends to test how well this city’s security and anti-terrorism efforts work and evaluate how prepared and coordinated the safety and security teams are.
Comia also said the exercise was conducted to further enhance the safety and security measures for the month-long Kadayawan Festival.
The exercise was participated in by the TF Davao, Public Safety and Security Office, Davao City Police Office, 911 Emergency, City Disaster Risk Reduction Management Office, Bureau of Fire Protection, Regional Forensic Unit-11, National Intelligence Coordinating Agency, Traffic Enforcement Unit, Philippine Coast Guard, Regional Maritime Unit, Naval Forces Eastern Mindanao, and Tactical Operations Group.
PSSO head Angel Sumagaysay said that ensuring this city’s peace and order is a collective responsibility, extending beyond just the safety and security cluster. He said the success of peace and order relies on the communities’ support.
“What they say is true. Security efforts are ineffective without the support of the entire community,” Sumagaysay said as he urged the people to exercise vigilance not only during the occasion but at all times.
TF Davao and PSSO confirmed no current terror threats here. However, authorities remain on high alert.
The city government urged the people to practice the culture of security.
Davao City Police Office (DCPO) spokesperson Police Capt. Hazel Tuazon said in a press conference in a hotel here on Wednesday that 3,671 security personnel were deployed to oversee all events, including the festival opening on Thursday afternoon, August 8.
Among the highlights of the Kadayawan Festival are Pag-abli sa 39th Kadayawan, Ironman 70.3, Ironkids, Gwapa Dabawenya Fun Run, Bantawan Cultural Celebration, Hiyas sa Kadayawan, Pamulak sa Kadayawan, and Indak-Indak sa Kadayawan.
Comia reminded the people of Davao to cooperate with this city’s security forces and advocate the culture of security by volunteering for security checks and immediately report suspicious activities, people, and unattended baggage.
