Saudi stops hiring domestics; strict labor requirements cited
MANILA, Philippines – The Saudi Arabian government has stopped hiring Filipino domestic helpers, citing the strict requirements imposed by the Philippine labor office.
“For one is the requirement asked by the Philippine Overseas Labor Offices in Saudi Arabia requiring employers to submit a detailed sketch of their house address before a job order could be approved, the aim of which is to pinpoint exactly whose household our OFW (overseas Filipino workers) is working for and that she could easily be traced and rescued in case she has been a victim of abuse and maltreatment,” Migrante-Middle East regional coordinator John Leonard Monterona said in a statement issued Monday.
The Saudi government recently issued a “Note Verbale” to the Philippine Embassy in Riyadh saying “processing and verification of household service workers have been stopped until further notice.”
According to Monterona, prospective Saudi employers convey their opposition to the Saudi National Recruitment Committee (Sanarcom), an organization of recruitment agents, on the Philippine Overseas Labor Office (POLO) requirement sometime on January.
“In fact, the Sanarcom had written the Philippine embassy and POLO in Riyadh expressing their opposition to this policy and threatened to stop hiring OFW-DH (OFW-domestic helpers) if this will be made as a requirement as it violates Saudi employers rights to privacy as stated on the host government’s local laws,” the OFW leader pointed out.
A report by the House of Representatives baring supposed abuses by Saudi nationals was also cited as a reason for the ban.
As this developed, Monterona is urging the Philippine government through the Department of Labor and Employment (DoLE) to consider sending a high-level labor diplomatic team to discuss with its counterpart the ban imposed by the host government and negotiate taking into account the OFWs well being, rights, and welfare.
Last month, the Committee on Overseas Workers Affairs (COWA), chaired by Rep. Walden Bello, recommended to the Philippine government the immediate decertification of Saudi Arabia as it noted that the country is unfit to receive Filipino domestic workers.
According to Bello, continuing to send Filipino domestic workers to Saudi Arabia is like “selling them to virtual slavery in households where rape, sexual abuse, and physical attacks are rampant.”
Bello pointed out that until such time that the Saudi government accepts the responsibility of policing their nationals and protecting the rights, and ensuring the welfare of household service workers, “it is incumbent upon the government to suspend the deployment of Filipinas to Saudi Arabia.”
Monterona said the move by the Saudi government to stop the hiring of overseas Filipino domestic workers exposes the dilemma of the Philippine government’s “lucrative business of peddling its cheap human labor sans protection of their well-being, rights, and welfare.” (Roy C. Mabasa)

Our government should re-study all the requirements being imposed to Saudi Nationals in hiring domestic helper. I am an OFW and help a lots of our Filipina kababayan working as Domestic Helper which I have recommended mostly to my colleague prominent saudi national working in our company Saudi Aramco & Petrorabigh here in Jeddah. This is totally useless to the point that saudi nationals already submitted their National ID as one of the requirement which will provide all the informations. FYI, prominent saudis usually have serveral houses. Let's not go far beyond regarding privacy, even Philippines until now the national ID still not implemented because some wealthy families disagree to reveal the real identity and even their assets as well. Bottomline, we are just increasing unemployment in our country and not all saudis are doing this maltreatment and disagree to provide higher than USD 400.00.
Government must stop promoting or sending "Domestic helper " to Saudi or any middle east country , period. These "domestic helper " we send to other countries are not really trained to be domestic helper , they are graduates of College courses such as teachers , midwives , BS courses who chooses to go to foreign country for the USD or foreign currency payment which is at face value more that what we Filipinos could pay them , if they employ for the course they finished in Php 11,000.00 per month and if Kasambahay 3.000.00 pesos . The government have not actually computed to them what is the actual payment they receive when they go abroad which in the need is not even Php11,000.00 or Php 3,000.00 as maid here.
Why I say this , lets compute , OFW Domestic Helper pay Agency processing fee , on paper two months salary but in reality Php 60,000.00 , all inclusions such as medical , housing rental while waiting for their employment when they come from provinces maybe two months ( Php3,000.00) training fees to be maid while waiting , also how about the lost of your freedom and human rights when you are in Middle East , the dislocation and emotional toll on the family , the cruelty they receive , non payment of salary , sexual abuse , lost of dignity , the mostly practice of middle east employer that you also work for their relatives and broken homes ... compute that and then make a cost analysis. Am sure it will be if not equal ,less .
Its about time the Philippine government has taken notice of the injustice of the OFW's. The Saudi's will soon ask for help as no body will work for them if they are mistreated. Now lets get Japan to stop making the girls work in the bars instead of the homes they are hired to work in.
Our country or our government should not be desperate if we connot send domestic helpers to Saudi unless the requisite we want is followed. I am aN OFW in saudi and to tell you frankly I am a witness of how Saudi treated domestic helpers they look at them as inhuman no rest especially if you they are assigned as cook. Very few Saudi employers only treated our domestic workers fairly the majority look at them as slaves and not as workers. Who cares if we cannot export domestic workers if they are treated as slaves. Let us give ourselves dignity; let these Saudi respect your being a Filipino.
