LEGAZPI CITY, Albay – The Commission on Elections proclaimed former Ako Bicol party-list Rep. Alfredo Garbin Jr. as the new mayor here on Monday, Nov. 11, following a Supreme Court ruling disqualifying Mayor Geraldine Rosal.

He was proclaimed by the Special City Board of Canvassers led by lawyer Genesis Gatdula as chairman, lawyer Rafael Solano as vice chairman, and member Comelec director Celia Romero.
Garbin got the second highest number of votes during the 2022 elections.
The SC affirmed the disqualification of Rosal and lifted the status quo ante order that prevented Garbin from assuming the post.
Garbin was proclaimed at the Comelec session hall in Intramuros, Manila, following the annulment of Rosal's previous proclamation and amended statement of votes to be used in declaring the winner.
According to the official Certificates of Canvass, Garbin secured a total of 57,137 votes, significantly ahead of his opponent Jessie Atutubo, who received only 326 votes.
Last month, the SC affirmed the disqualification of former Albay Gov. Noel Rosal, wife Carmen Geraldine Rosal, and former Councilor Jose Alfonso Barizo in the 2022 elections for violating the Omnibus Election Code in connection with the disbursement and release of government funds during the prohibited period.
