John Marvin "Yul Servo" Nieto is seeking the final passage of a bill requiring all local movie producers to provide English subtitles on at least one of every five copies of films produced, which are intended to be shown or circulated in major shopping malls and other cinema outlets in the country. "Being an accepted notion that films, just like other forms of multi-media, are among the more effective vehicles to showcase relevant information about the country's culture and history, the proposed measure seeks to assist foreign guests to enjoy the privilege of watching our local films without having to worry about the problem of translation," he said He explained that his bill specifically requires all local movie production outfits to have at least one in every five copies of the Filipino films they produce to have English subtitles, especially those that will be shown or circulated in major shopping malls and other prominent cinema outlets. "Proper attention and adequate policy action should be put into motion to ensure that our rich history and national identity stand firm and stay relevant today as the country establishes its footing amidst the rapid ASEAN integration and globalization," Nieto said. HB 8521 tasks the Film Development Council of the Philippines (FDCP) to issue the implementing rules and regulations of the proposed Act. The proposed Act shall take effect 15 days after its publication in the Official Gazette or in at least two newspapers of general circulation.
