BuCor's Catapang sets 'massive' reorganization in prison facilities
Newly appointed Bureau of Corrections (BuCor) Director General Gregorio Pio P. Catapang Jr. is set to implement a massive reorganization in the prison facilities managed by the bureau.
Initially, he said, he will start at the maximum-security compound of the New Bilibid Prison (NBP) in Muntinlupa City with the re-assignment of 700 jail guards.
Catapang said he will designate a woman as head of the jail guards at the maximum-security compound “na nagpapasakit ng ulo ko (which gives me headache).” He did not elaborate.
“Mas matapang daw ‘yung babae. Kung tama kung tama. Mali kung mali (The woman is tougher. If correct it’s correct. If it’s wrong, it’s wrong),” he said
“Kasi halimbaawa sa ating mga lalaki ‘pare pakiusap lang,’ ‘o sige pare pagbibigyan na kita’ (Among us men if we are requested more often than not we agree),” he also said.
At the same time, Catapang said he will enforce strictly the a “one strike policy” at the BuCor.
“Kahit hindi ikaw ‘yung commander, pero ikaw ‘yung guwardiya sa sector na ‘yun, hindi lang tatanggalin, ipapatanggal ko sa serbisyo (Even if you are not the commander, but you are the guard assigned at the sector where the wrong doing took place, you will not only be removed but also dismissed from service),” he stressed.
But he assured that those facing dismissal will be accorded due process.
He said it was easier to implement dismissals in the military through the courts martial.
“Pero I will go to that kasi uniformed personnel. Dapat talaga ‘yung discipline (I might consider that because they are uniformed personnel. We need discipline),” he also said.
