The Muntinlupa City Council has enacted a new ordinance regulating the sale and consumption of liquor and other alcoholic beverages under the general community quarantine (GCQ).

It now allows the sale of liquor and other alcoholic drinks in commercial establishments permitted by the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF) and other government agencies for the duration of GCQ. Sale of alcoholic beverages “to minors and those already intoxicated shall be prohibited.”
“The consumption or drinking of liquor and other alcoholic beverages shall be permitted only within the private residence of the consumer. Social drinking involving individuals not living in the same residence shall be strictly prohibited.”
The new ordinance, however allows the drinking of liquor and other alcoholic beverages in limited quantities in public places -- only two bottles of beer, two glasses of hard drinks, or two glasses of wine and whiskey -- in restaurants, resto-bars and other commercial establishments allowed by the IAFT and other agencies.
Violation of the ordinance carries a fine of P500 for the first offense, P1,000 for the second and P2,000 for the third and subsequent offenses.
For those below 18 years old, a stern warning will be given on the first offense, withdrawal of scholarship grants from the city government and for non-grantee, a fine of P500 for the second offense, and a fine of P1,000 for the third and succeeding offenses.
The fine will be imposed on the parent or guardian.
For business establishments, a fine of P5,000 will be imposed; closure, suspension or revocation of business permit or license; and/or imprisonment of at least one year.
The ordinance states that “any person apprehended for violation of a City Ordinance, who does not wish to contest the violation and is willing to pay voluntarily the fine imposed upon him/her, prior to the filing of a formal complaint with the Office of the City Prosecutor, shall be allowed to pay the said fine within five (5) working days from the issuance of the City Ordinance Violation Receipt (COVR) with the City Treasurer to avoid being criminally prosecuted.”
Mayor Jaime Fresnedi is expected to sign the new ordinance Monday, August 24, according to Public Information Office chief Tez Navarro which amends the ordinance passed on August 7 imposing a liquor ban in Muntinlupa in any level of community quarantine.
The City Council also enacted an ordinance imposing a city-wide curfew in Muntinlupa from 8 p.m. to 5 a.m. Exempted from the curfew are “Authorized Persons Outside their Residence (APOR) and other exempt individuals, as may be determined by the Joint Task Force COVID Shield and/or other implementing authorities.”
Muntinlupa and the rest of the National Capital Region, Bulacan, Cavite, Laguna, and Rizal are currently under GCQ until August 31, 2020.
