DSWD: SAP second wave in Mindanao to be completed by August 15
House members managed to squeeze from a Department of Social Welfare and Development (DSWD) official a guaranteed end date of August 15 for the complete distribution of the second tranche of the Social Amelioration Program (SAP) in Mindanao.
Seemingly frustrated by the DSWD's slow pace of distribution so far with the second tranche of the emergency cash aid to poor families, Bayan Muna Party-List Rep. Eufemia Cullamat asked DSWD Undersecretary Aimee Torrefranca-Neri on what their actual timetable is.
"As to when we can complete it, it is safe to say that we could complete it by August 15. That's safe to say considering nagdo-double time na po yung mga field offices natin to provide technical assistance to the LGUs in encoding SAP forms (our field offices have been working double-time to provide technical assistance to the LGUs in encoding SAP forms)," Neri told Cullamat during Tuesday's virtual hearing of the House Committee on Mindanao Affairs.
Referring to the P200 billion SAP component of Republic Act (RA) No.11469, the Bayanihan to Heal as One Law, Cullamat said to Neri: "May target siya na matatapos sa dalawang buwan. Kaya ako nagtanong kasi hanggang ngayon hindi pa tapos yung distribution ng ating amelioration program. Sana malinaw na kung kailan talaga matatapos yung SAP (Its target completion is supposed to be within two months. The reason I asked is up to now, the distribution of our amelioration program is still unfinished. I hope it's clear now when it will really be finished)."
The SAP was meant to give two tranches (April and May) of emergency subsidy worth P5,000 to P8,000, depending on the area, to some 18 million low-income families all over the country.
During the hearing, Neri bared poor SAP completion rates for the Mindanao region as far as the second tranche is concerned. In Region IX (Zamboanga Peninsula), only 29 percent of the target beneficiaries have been served, while in Region XI (Davao Region), a measly 9.78 percent have received the subsidy.
Worse is the Bangsamoro Autonomous Region in Muslim Mindanao or BARMM, where the second wave distribution of SAP hasn't even started yet. Neri said one of the big hurdles has been the slow pace of encoding and uploading of the SAP forms on the part of local government units (LGUs).
"We are highly dependent on the submission of the LGUs. We can conduct payout na po within 48 hours from receipt of the clean list from the regional office coming from the completed SAP forms encoded by the LGU," Neri told the Mindanao Affairs panel.
