President Duterte is sad.
The sadness centers on the apparent paralysis at the 165,000-man Philippine National Police (PNP) following allegations that its chief, Director-General Oscar Albayalde, was linked to the ‘’ninja cops’’ and drug recycling scandal arising from the 2013 drug raid in Mexico, Pampanga where more than 160 kilos of the 200 kilos ‘’seized shabu’’ (crystal meth) worth more than P600 million are missing.

‘’The President wants the PNP to buckle down to work without excess baggage,’’ Senator Christopher Lawrence ‘Bong’’ Go told Senate reporters following the ‘’terminal leave’’ of Albayalde announced Monday morning.
The early retirement of Albayalde gives time to the President to choose the right man for the soon-to-be-vacated PNP post.
Albayalde will go on a mandatory retirement on November 8 upon reaching the age of 56.
Go supposedly knows the sentiments of the President at close range being the former Special Assistant to the President.
He said the President is sad that some policemen are tempted by money from illegal sources although he had a law passed doubling the monthly pay of the country’s uniformed services, particularly the PNP.
After winning in the 2016 presidential elections, according to Go, the President told him (Go) to ask members of the 24-member Senate to pass a bill doubling the PNP’s monthly pay. Failing that, the President would resign, he added.
Go said the President is waiting for the official reports of the Department of Justice and the DILG on the ‘’ninja cops’’ issue before making any decision.
‘’As a senator and as a member of the Senate Blue Ribbon committee, I want the PNP to go back to work (focused against crime and illegal drugs.) The President wants the PNP to work,’’ he added.
He said Albayalde’s terminal leave would spare the police organization from inactivity as the PNP Chief is busy fending off allegations of impropriety against him.
Go said the President’s wish for Albayalde to go on terminal leave as it would be good for everyone.
