Justice Secretary Menardo is set to designate an officer-in-charge of the Bureau of Corrections (BuCor) following the firing of Director General Nicanor Faeldon by President Duterte on Wednesday.

“I will designate an OIC,” Guevarra told reporters.

The President ordered the firing of Faeldon due to the controversy surrounding the implementation of the Good Conduct Time Allowance (GCTA) that allowed the early release of inmates.
“Terminating DG Faeldon is an initial step to prevent the spread of a dangerous wildfire,” Guevarra pointed out.
Guevarra and Interior Secretary Eduardo Ano had earlier ordered the creation of a joint committee to review the Implementing Rules and Regulations (IRR) of Republic Act 10592, the law which was passed in 2013 and amended provisions of the Revised Penal Code (RPC) to allow the increase in GCTAs.
The joint committee which is chaired by Justice Undersecretary Deo Marco is set to finish its review on September 12.
“The Joint Committee shall submit its report and draft revised implementing rules and regulations, uniform policy guidelines on the computation of credits and allowances under RA No. 10592 to the Secretary of Justice and Secretary of the Interior and Local Government within 10 working days from the issuance hereof,” read the joint order of Guevarra and Año.
“In the meantime, and pending conclusion of the work of the Joint Committee, the processing and computation of the credits and allowances provided under RA No. 10592 are hereby temporarily suspended,” it added.
The review is being made in the wake of concerns that rape-slay convict former Calauan, Laguna Mayor Antonio Sanchez and other inmates convicted of heinous crimes could be released early due to their accumulated GCTAs.
Sanchez has been convicted of seven counts of rape with homicide for the deaths of University of the Philippines (UP) Los Baños students Eileen Sarmenta and her friend Allan Gomez in 1993.
He was also convicted of two counts of murder for the 1991 killing of Nelson Penalosa and his son Rickson, the supporters of the political rival of Sanchez.
Aside from these, he was also convicted for violating the Code of Conduct of Ethical Standards for Public Officials and Employees.
