CHR conducts own probe on 2 rape cases with 'policemen as suspects'

The Commission on Human Rights (CHR) has decided to conduct its own investigation on two rape incidents reportedly perpetrated by two policemen in Laguna and Cavite.

It said the first suspect is a master sergeant who allegedly abused his three-year-old daughter in Laguna. The second suspect is a non-commissioned policeman against whom a warrant of arrest had been issued by the regional trial court (RTC) in Cavite.

The CHR said it received report that the suspect in Cavite had surrendered and turned over his firearm to the PNP.

In a statement, the CHR welcomed the “swift action" of the Philippine National Police (PNP) against two policemen.

“We note that both suspects are now facing criminal and administrative charges for the alleged human rights violations. To aid the progress of these cases, CHR is open to explore areas of cooperation with concerned agencies in order to ascertain the truth and deliver justice, including the provision of financial and legal assistance for the victims,” it said.

Its own investigation on the two rape incidents is being undertaken by its regional office in the Cavite, Laguna, Batangas, Rizal (Calabarzon).

The CHR reiterated its reminder for the government to fulfill its obligation to protect women and children from human rights violations and abuse.

"All forms of gender-based violence, especially those committed against the most vulnerable, must be acted upon with exigency. We look forward to the resolution of these cases, as well as further reforms from the government in making support and remedies more accessible to the victims," it said.
