Ranking House of Representative members have agreed that President Duterte's public satisfaction ratings have continued to soar because he has delivered on his promises to Filipinos.

"The President remains popular because of his projects and programs, which benefitted the Filipino people," Deputy Speaker and Surigao del Sur 2nd district Rep. Prospero Pichay said on Sunday.
Perhaps foremost among these was the "Build, Build, Build" program, which is the Dutere government's flagship effort in the realm of infrastructure modernization. It has a total budget of P8 trillion spread across five years, from 2017 to 2022.
The Metro Manila Subway and Mindanao Railway are among the major projects currently in the pipeline under Build, Build, Build program, which has been billed to usher in a "golden age of infrastructure" in the Philippines.
For another Deputy Speaker in Camarines Sur 2nd district Rep. LRay Villafuerte, President Duterte’s latest personal record of a +72 in his net satisfaction rating as per the latest Social Weather Stations (SWS) survey was a testament to the public’s ever-growing awareness and appreciation of his strong political will and decisive leadership.
"In accelerating investments in infrastructure and social services, President Duterte has found a novel way to keep the Philippines among the world’s fastest-growing economies while creating jobs and ensuring better lives for all Filipino families," Villafuerte said.
According to him, public appreciation for the Chief Executive's pro-poor reforms was bound to increase again with the implementation of the rest of his legislative agenda, such as the full implementation of Universal Health Care (UHC) and the establishment of Malasakit Centers across the country, as well as the raising of “sin” taxes on alcohol and tobacco products to help fund UHC.
Another measure that will benefit the majority of Filipinos is the House-approved Corporate Income Tax and Incentives Reform Act (CITIRA), which President Duterte said in his 2019 State of the Nation Address (SONA) would benefit micro, small and medium-sized enterprises (MSMEs).
Thus, there will be a need for the Senate to pass its version of this business-friendly measure as soon as possible, Villafuerte noted.
He said there was no coincidence that the President's public satisfaction ratings have soared as the government reported the initial success of its poverty reduction drive, which brought down the poverty incidence level from 23.3 percent in 2015 to 16.6 percent in 2018.
Villafuerte said all the pro-poor and pro-business measures of the President will increase income and expand livelihood opportunities, thus allowing Filipino families to enjoy decent lives.
He said this will help the Duterte economic team achieve its goal of further reducing poverty incidence to as low as 11 to 12 percent by the time he steps down in 2022.
