DSWD: P32.59 B for 7 regions already distributed

  By Charissa Luci-Atienza Seven regions have received their Social Amelioration Program (SAP) funds in full with Cordillera Administrative Region (CAR) as the latest recipient that received its allotted subsidy from the government, the Department of Social Welfare and Development (DSWD) said on Tuesday, April 21. DSWD Undersecretary for Special Concerns Camilo Gudmalin told the Manila Bulletin that as of 12 noon, April 20, the DSWD completed the transfer of P1.5 billion SAP funds to 77 local government units (LGUs) in CAR, making the number of regions that got its subsidy allocation to seven. Of the 237, 153 target beneficiaries in CAR, 44, 054 have been served, receiving P241.5 million, he noted. In CAR, the payout to low-income and non-Pantawid Pamilya household is P5,500 per month, according the emergency subsidy program (ESP) schedule. The total amount of emergency subsidies given to the seven regions is P32.59 billion, according to Gudmalin. Aside from CAR, Region I (Ilocos), Region IV-B (Mimaropa), Region V (Bicol), Region VI (Western Visayas), Caraga, and National Capital Region (NCR) also received their respective emergency subsidy allocations. The breakdown of the subsidy allocation per region is as follows: Region I, P4.3 billion subsidy for 125 LGUs; Region IV-B (Mimaropa), P2 billion for 73 LGUs; Region V (Bicol), P3.91 billion for 114 LGUs; Region VI (Western Visayas),P6.92 billion for 133 LGUs; Caraga, P1.5 billion for 73 LGUs; NCR, P12.46 billion. Gudmalin said the transfer of SAP funds has almost been completed in seven other regions, particularly in Regions X (Northern Mindanao) and XI (Davao) with only one LGU waiting for their subsidy allocation. As of April 20, Region X's 92 out of 93 LGUs got P3.69 billion emergency subsidies, while Region XI's 48 out of 49 LGUs received P2.68 billion allocation, he said. He noted that only three out of 142 LGUs have yet to receive their SAP funds in Region IV-A (Calabarzon), which got P12.2 billion allocation. Gudmalin said the DSWD has yet to download SAP funds to five LGUs in Regions IX (Zamboanga Peninsula) and XII (Soccksargen), which received P1.95 billion and P2.86 billion, respectively, Gudmalin said. Nine LGUs in Regions III (Central Luzon) and Region VII (Central Visayas) are expected to receive their subsidy allocation from DSWD. A total of 121 out of 130 LGUs received P9.74 billion SAP funds in Central Luzon, while P4.92 billion has been transferred to 123 out of 132 LGUs in Central Visayas. Gudmalin said as of April 20, P74.5 billion has been transferred to P1,358 LGUs. He said the total SAP payout given to 4.88 million beneficiaries is P22,982,053,450. These include the P16.34 billion for more than 3.71 million beneficiaries of Pantawid Pamilyang Pilipino Program (4Ps) and P323.34 million for 40,418 Public Utility Vehicles (PUVs). Gudmalin said as of April 20, more than P6.63 billion worth of emergency subsidies have been distributed to more than 1.16 million non-4Ps households. Under Republic Act No. 11469 or the "Bayanihan to Heal As One Act" , 18-million low-income households are entitled to receive emergency subsidy ranging from P5,000 to P8,000 for two months starting April.
