Single ticketing approved in principle

MANILA, Philippines — Department of the Interior and Local Government (DILG) Secretary Jesse M. Robredo has asked Metro Manila local governments to comment on the proposed single traffic violation ticketing system in the metropolis before submitting it to President Benigno Aquino III.

Robredo gave Metro Manila mayors one week to comment during a meeting of the Metro Manila Council in Pasay City presided over by Metropolitan Manila Development Authority (MMDA) chairman Francis Tolentino.

Apart from the Metro Manila mayors, transport groups were also asked to air their comments and suggestions to resolve the issues on the long proposed scheme.

“We have approved the scheme in principle. Now, we want clear rules and regulations,” said Robredo.

The single traffic ticketing system aims to consolidate traffic rules and regulations, violations and corresponding fines implemented by the cities and town comprising Metro Manila.

The scheme aims to help Metro Manila government units regulate traffic in their areas of jurisdiction while doing away with problems inherent in multiple traffic codes and systems of penalizing motorists.

“National roads will be under the MMDA, while secondary roads are under the local government units,” said Robredo.

“We will be using a common ticket which shall contain the logo of the MMDA and the LGUs concerned,” Robredo said.

Meanwhile, the Metro Manila Council (MMC) has approved the creation of a Technical Working Group (TWG) to work with other government agencies involved in transport and traffic management in the metropolis.

The group is composed of traffic heads of the 16 cities and one municipality in Metro Manila, traffic directors of Department of Transportation and Communications (DoTC), Land Transportation Franchising and Regulatory Board (LTFRB), Land Transportation Office and the Metropolitan Manila Development Authority (MMDA).

The TWG is expected to finalize a single traffic ticketing system for Metro Manila after mayors approved this is principle.

The group is also challenged to come up with ways to strengthen the security features of the uniform traffic to avoid the use or proliferation of fake tickets, commonly termed as “palipad” or “talahib.”

That is not the problem in our traffic system, weather single or multi tickets does not solve corruption and abuses by arresting officer. I don't see transparency and accountabilty sa "matuwid na daan" there.
What we need is a traffic court, independent from them, maybe under the Judicairy as special court. Most developed countries have traffic court to cut abusive and corrupt foolis and deputy. With traffic court, things will be fair for both parties.
