Electric, Water Rates Discounts Sought
MANILA, Philippines — A Quezon City councilor proposed two resolutions requesting the electric and water service companies to provide special rates to the city’s barangay halls and day care facilities.
In his proposed resolution PR 2012-17, third district councilor Allan Benedict Reyes requested the Manila Electric Company (Meralco) for the discounts, saying the two facilities provide basic public service and were not built for gain and profit.
In his other proposed resolution, PR 2012-18, Reyes also sought the giving of discounted water consumption rates for barangay halls and day care centers charged by concessionaires Manila Water and Maynilad Water Services Inc.
Reyes said most barangay and day care facilities are being charged commercial rates by Meralco and the water conces-sionaires.
“Instead of being able to have an avenue to finance worthy projects the barangays have set aside a tidy sum to pay their water and electric bills that are mostly higher than residential rates,’’ Reyes said.
Being non-profit and service oriented groups, Reyes said a one-percent discount on water and electric bills will go a long way, and that the barangays and public nursery schools can conduct their social activities without worrying too much about the budget.
Reyes said that in the barangay level an increase in water and electric consumption can wreak havoc on their budgets which are submitted for approval at the Quezon City Council.
Reyes warned barangay officials against allowing syndicated groups to install illegal water and electric connections in city-run offices.
“Heads will roll if it can be proven that barangay officials and other concerned individuals are tolerating or conniving with errant groups in committing acts of electric and water pilferage. That has to stop and I will assure that the guilty parties will be made answerable,’’ Reyes noted.
