In an order released on Wednesday, the LTFRB has issued a 30-day preventive suspension order (PSO) against a franchise of Fairview Bus covering 10 units plying the route Baclaran-Bagong Silang via EDSA-Commonwealth and vice versa.
This includes the unit bearing plate number NDC-8721 that ran over a motorbike rider while traversing Commonwealth Avenue on Monday morning.
Under the PSO signed by LTFRB chairman Martin Delgra III and the Board members on November 12, units of the Fairview Bus Inc. covered by Case No. 2002-6416 will undergo inspection and determination of roadworthiness, road safety seminar and a compulsory drug resting for drivers and conductors.
"They will also have to submit insurance documents, certificates, clearances, and proof of registration," the LTFRB added.
An order to show cause in writing is also issued and must be complied by the bus firm within 72 hours upon receipt.
The LTFRB has also directed other traffic enforcement agencies including the Land Transportation Office (LTO) Enforcement Division, the Metro Manila Development Authority (MMDA), and the Philippine National Police-Highway Patrol Group (PNP-HPG) to apprehend and impound the suspended units should they be found operating within their period of suspension.
Based on a report from the Quezon City Police District Traffic Enforcement Unit (QCPD-DTEU), the passenger bus, and the victim identified through his driver's license as Fitch Burch Dela Cruz, 32, were traveling the southbound lane of the highway at about 6:30 a.m.
Upon reaching the area of Don Antonio in Barangay Holy Spirit, the left front portion and wheel of the speeding bus suddenly hit and ran over the victim's head.
Dela Cruz was rushed to a nearby hospital by emergency responders but he eventually died due to severe injuries on his head.
