Magalong maps out Baguio recovery, resiliency plans

(JJ Landingin / MANILA BULLETIN) Magalong shared this assessment in his regular management committee meeting with local officials and department heads at city hall. Magalong said that the city had no problem when it came to drafting a recovery plan since its tourism plan was already being finalized, and this will serve as a solid foundation for the Summer Capital to take off once again. “The city’s various Private-Public-Partnership (PPP) and other development projects must be aggressively pursued,” Magalong added. He informed the group that the city had enough money to carry out the targeted projects since its 20 percent development fund was not touched, including the city’s calamity fund, as well as the expected P5 million from Senator Christopher “Bong” Go. Magalong said he was currently in discussion with City Budget Officer Leticia Clemente on cost-cutting measures as the city needed to “tighten its belt” since the city might be losing about P500 million this year in expected revenues due to the pandemic. As to Baguio’s resiliency plan, Magalong said a main component would be strengthening of the city’s health infrastructure by putting up a molecular lab and pursuing digital transformation in governance and in the economy. He said the expansion and upgrading of telecommunications infrastructure will be pursued in preparation for 5G technology that would critical for the city’s shift to digital governance. The plan also includes the strengthening and re-organization of the City Disaster Risk Reduction and Management Office (CDRRMO) and fast-tracking the SMART city system where Australian government agreed to shoulder part of its funding. The system is predominantly composed of information and communication technologies (ICT), to develop, deploy, and promote sustainable development practices to address growing urbanization challenges.
