There are now over a thousand convicts who have surrendered following their release through the good conduct time allowance (GCTA), Justice Undersecretary Markk Perete said on Thursday, Sept. 19.

“As of 11:30 am today, the total number of prematurely released PDLs (persons deprived of liberty) who have surrendered to the BuCor (Bureau of Corrections) is at 1,304,” Perete told reporters.
He added that the Department of Interior and Local Government (DILG) will receive an updated list which will contain the names of those who did not surrender.
“The list will contain a number of details of those PDLs prematurely released via GCTA, their offense, their last known address, and also their picture to minimize mistaken identity in the course of the arrest,” Perete said.
“The name of the surrenderers will not be included in the updated list,” he added.
Meanwhile, Perete assured that re-computation of the GCTAs of PDLs is ongoing.
However, the spokesman said that those who are found eligible for release already will have to wait for the effectivity of the revised implementing rules and regulations of Republic Act 10592 which will happen 15 days after publication in newspapers.
Earlier, Duterte imposed a September 19 surrender deadline to 1,914 convicts who were released because of GCTA.

The President made the move in response to concerns that many of the freed convicts were unqualified to benefit from RA 10592 which increased the GCTA of inmates and allowed their much earlier release.
“I will just set the timeline and then P1 million prize is available to those who can capture them dead or alive but maybe dead will be a better option,” Duterte said on Tuesday.
“I will pay you smiling. Ibalik ko ‘yan sa preso, makikain pa yan ,” he said.
