'Get clearance online on May 11-22,' SC tells bar passers

By Rey Panaligan The Supreme Court (SC) announced on Wednesday, May 6, that the 2,103 law graduates who passed the 2019 bar examinations have to secure their clearance online prior to their oath-taking and signing of the roll of attorneys. A total of 2,103 law graduates passed the 2019 bar examinations. Their oath taking and signing of the roll of attorneys are the two last steps before they can be declared full-fledged lawyers and be qualified to practice their profession in the country. “In view of the current public health emergency, clearance procedure for the 2019 Bar Passers will be conducted completely online. No Bar Passer shall be allowed to physically visit the Office of the Bar Confidant (OBC) for this purpose,” the SC said in a notice signed by Bar Confidant Rosita M. Requillas Nacional. The specific guidelines to secure the clearance are the following: 1. The bar Passer, using one’s own e-mail address, shall send an e-mail to the OBC from May 11-22, 2020, stating his or her complete name in the subject line and contact numbers in the body, and attaching two image files -- law school or government-issued identification card bearing one’s photograph, and his or her recent photograph holding a paper with full name and signature written on it. 2. Both attachments shall be in JPEG or PNG format with dimensions of no more than 3 by 5 inches and total file size of no more than 10MB, and shall indicate the Bar Passer’s complete name in the file names. 3. Bar Passers with surnames from Ababan to Del Rosario shall send their email to [email protected]; those with surnames from Dela Cruz to Monteclaro shall send their e-mails to [email protected]; and those with surnames from Montes to Zulueta shall send their e-mails to [email protected]. The OBC shall acknowledge receipt of the e-mail. 4. After the OBC has verified its records, the Bar Passer shall receive an email reply stating whether the clearance to take the oath and sign the roll of attorneys is granted or the reason for its denial. 5. Clearance shall not be granted to those who were conditionally admitted to take the 2019 Bar Examinations but failed to timely submit the requisite documents within the period previously given to them; and those with administrative and/or criminal cases filed against them. Nevertheless, such Bar Passers must still send the above-mentioned image files for the OBC's records. The OBC shall issue an announcement when it is ready to accept Petitions to Take the Lawyer's Oath from these Bar Passers after the roll signing of those who are granted clearances based on the procedure explained herein.
