President Duterte has removed three government offices under the Office of the President (OP) in an attempt to deliver services to the people more efficiently.

Duterte, in his Executive Order no. 62 released Wednesday evening, transferred the management of the National Food Authority (NFA), Philippine Coconut Authority (PCA), and Fertilizer and Pesticide Authority (FPA) back to the Department of Agriculture (DA).
Based on the EO, the Cabinet Secretary will now have supervision over the following: Cooperative Development Authority, National Anti-Poverty Commission, National Commission on Indigenous Peoples, and National Commission on Muslim Filipinos.
The Cabinet Secretary will still have supervision over the National Youth Commission, the Office of the President – Presidential Action Center, the Philippine Commission on Women, the Presidential Commission on the Urban Poor, and the Technical Education Skills Development Authority (TESDA).
According to the EO, with the supervision of the Cabinet Secretary, these agencies shall primarily evaluate existing poverty reduction programs and, if deemed necessary, formulate a more responsive set of programs complementing existing ones, channeling resources as necessary to reduce both the incidence and magnitude of poverty.
The reengineering in the Office of the President came amid NFA's rice crisis brought about by the non-stop increase in the price of rice.
In his EO, Duterte said there is a need to reorganize the NFA Council for the effective formulation and coordination of a comprehensive program for the development and promotion of efficiency and productivity in the food industry.
Under the Administrative Code of 1987, such reorganization by the President is allowed. The President's authority to reorganize the OP include the transfer of any agency under its wing to any department or agency, and vice versa.
The General Appropriations Act of 2018 also allows the President to create new offices and modify existing organizational structure of the agencies whenever public interest requires.
Section 17 of the 1987 Constitution also gives the President control over executive departments, bureaus, and offices.
