In a statement, Bello said the dastardly killing of Dacanay was disturbing.
"I condemn in the strongest terms the dastardly killing of labor officer Ellen Dacanay assigned at the Manila field office of the Department," he said.
"It is disturbing that a civilian official was murdered in a cowardly manner akin to executions by hired guns," added Bello.
"I join the officialdom of the Labor department in condoling with her family on their tragic loss," he said.
The labor chief then appealed to the authorities to "act immediately" to apprehend the perpetrators of the crime.
Bello said the labor department will extend all necessary assistance to the family of Dacanay.
According to a report, Dacanay was shot dead in Malate, Manila by two suspects on board a motorcycle.
