Paspas Permit project speeds up transactions with Valenzuela City government

(MINKA KLAUDIA TIANGCO / MANILA BULLETIN) (MINKA KLAUDIA TIANGCO / MANILA BULLETIN) Valenzuela City Mayor Rex Gatchalian said they can issue temporary business permits within 10 seconds after confirmation of payment through the Paspas Permit project. Prior to this, the city government used to issue business permits within 30 minutes after payment. Gatchalian claimed that their online permits system project is the first of its kind in the country and is the fastest in processing real property tax certificates, birth certificates, and business permits. "You can avoid inconveniencing taxpayers by making them step into city hall, we'd rather they go online," Gatchalian said. "The important thing is getting that person to jumpstart their business now, not tomorrow," he added. The city mayor said the Paspas Permit project will officially launch on November 12, coinciding with Valenzuela City's founding anniversary. Aside from business permits, other temporary documents such as real property tax, certified true copy of tax declaration, tax mapping certificate, certificate of non-improvement, appraisal of real property, building permit, birth certificate, death certificate, and marriage certificate can also be claimed online. However, Gatchalian said temporary building permits can only be issued after two days for safety reasons. The city mayor said they tapped technology provider Lexsys Technologies Inc. for the Paspas Permit project. Those who want to establish new businesses must first create a new account on the website and upload digitized copies of the barangay clearance, a sketch of the business location, and the Department of Trade and Industry and Securities and Exchange Commission registration. Once the online forms are filled out with all the necessary details, a computation of all taxes to be paid will appear. Payment can then be made through Landbank, Development Bank of the Philippines, or PayMaya. Gatchalian assured that all inputted data are encrypted and safe and are stored within the city government's servers. The actual copy of their permits can be delivered via Worldwide Express or Grab, which has recently partnered with the Valenzuela City government. Gatchalian said they are the first local government unit (LGU) to partner with the ride-hailing and delivery app. "The beauty of it is that the couriers are also from Valenzuela. They have a pool of trained drivers for Valenzuela," Gatchalian said. For Grab, delivery charge can cost up to P95 for areas within Valenzuela City. The rate depends for areas outside the city. But for those securing building permits, all necessary documents must still be submitted to the city hall within 15 days of issuance of temporary building permit. The city mayor said the Paspas Permit project was patterned after most online portals, particularly online shopping apps like Lazada and Shopee. He added that plans for this project began last year but only started development early January this year. Gatchalian said they will be mandating the top 200 biggest businesses in Valenzuela, to use the Paspas Permit system and eventually implement the system for more than 18,000 businesses in the city. He added that the city government will be hosting user seminars for those who are not familiar with navigating through online portals. Gatchalian said there are "multiple positive effects" to the online permits system, including convenience for those securing permits, and even traffic decongestion in the city. "In this day and age of traffic and beating deadlines, they can do this remotely, you can do it in the evening," he said. Gatchalian said the city government is "trying to make Valenzuela as business-friendly as possible." The Valenzuela City government was recently named this year's Most Business-Friendly LGU under the Highly Urbanized City category by the Philippine Chamber of Commerce and Industry (PCCI). The city mayor also said that several infrastructures are being developed, making Valenzuela more accessible and an "ideal" location for businesses. Gatchalian said the Paspas Permit project is "a working concept for other LGUs to copy." He said Trade and Industry Secretary Ramon Lopez told them to present the online permit system to other LGUs and agencies including the Department of Information and Communications Technology and the Anti-Red Tape Authority.
