The Department of Transportation (DOTr) directed the Land Transportation Franchising and Regulatory Board (LTFRB) to fast track the approval of qualified transport network vehicle service (TNVS) applications in compliance with the order of an anti-red tape body.

In a statement, Transportation Secretary Arthur Tugade said he already instructed Undersecretary for Road Transport Mark De Leon and the LTFRB to immediately comply with the order issued by the Anti-Red Tape Authority (ARTA) to automatically approve all pending and valid TNVS franchise applications.
Earlier this week, ARTA deputy director general Ernesto Perez released an order declaring the "completeness of all pending TNVS applications before the LTFRB with complete documentary requirements, duly paid, and have been duly heard from July 7, 2018 until July 24, 2019."
In the recommendation of Perez dated August 13, the LTFRB was ordered to issue corresponding certificates of public convenience (CPCs), or other appropriate licenses or certifications for all qualified TNVS applications.
According to ARTA, its order of automatic approval on TNVS applications stemmed from numerous complaints on alleged irregularities on the Board's franchise processing resulting in the delay of the release of CPCs to ride-hailing driver-applicants.
"This declaration is made in view of the various complaints received by the Authority that there are numerous pending applications with complete requirements and are just awaiting the issuance of their respective CPCs," the order, approved by ARTA director general Jeremiah Belgica, stated.
In the same order, the transport regulatory body was also directed to furnish ARTA with a list of all pending TNVS applications that have submitted the complete documentary requirements.
Based on the latest data from the LTFRB, a total of 5,061 CPCs were released while 46,583 provisional authorities (PAs) were issued as of August 14.
Meanwhile, a total of 1,437 applications are being signed by the Board and 1,130 applications are pending and are expected to be processed within two weeks.
