The local government of Quezon City has formed what they call 'Barangay Disiplina Brigade' to crackdown on individuals violating ordinances that maintain peace and order and discipline in the city.
Ret. Gen. Elmo San Diego, the city's Department of Public Order and Safety (DPOS) head, said Saturday there are now at least 3,000 volunteers forming the city's 'Brigada' that will issue citation tickets to noisy residents, particularly at night or those who are drinking in public and those who own noisy motorcycle mufflers.
San Diego disclosed this over DZBB in an interview where he was asked about the city's plan on the Department of Interior and Local Government's call to ban videoke sessions while online classes are going on. San Diego said, the local government has since been cracking down on noisy individuals.
"We have already organized what we call 'Brigada.' We will deputize them. Should they be able to issue citation tickets to violators, they will get a 10 percent of the fine that is imposed against individuals. We have already started," San Diego said in Filipino. But the ordinance granting such reward to those who issue citation tickets to violators has yet to be passed.
"Di ba, maiingay mga tao roon, pwedeng hulihin nila doon sa prinsipyo ng warrantless arrest kung medyo magkaka-problema, pwede kaming tawagan, pwedeng tawagan mga pulis (Noisy people can be arrested by the Brigada on the principle of warrantless arrest. If they are having problems, they can call us or the police)," he added.
San Diego said, he is targeting to recruit 15,000 volunteers to join the said brigade by yearend.
