Gov't survey teams, national ID system implementors excused from home quarantine rules

Employees of the Philippine Statistics Authority (PSA) deployed to conduct survey relating to COVID-19 and other workers involved with the implementation of the National Identification System have been exempted from the home quarantine rules.

Guillermo Lorenzo Eleazar, commander of the Joint Trask Force COVID Shield, said that the movement of survey teams and National ID System registrars are crucial in the government’s response to cushion the impact of the enhanced community quarantine (ECQ). Eleazar said Gen. Archie Gamboa has also instructed police commanders across the country to ensure the unhindered travel of these teams and also to extend assistance to them if necessary. “The swift and safe movement of these teams are necessary to get accurate information on the ground that would be used by the national government in effectively responding to the needs of our kababayan, especially those who were severely affected by the Enhanced Community Quarantine,” said Eleazar. It can be recalled that the distribution of cash assistance reportedly hit a snag over discrepancies as the government is currently using a 2015 census. This resulted in confusion and misunderstanding on the ground, with barangay officials being blamed and being accused of favoritism. President Duterte earlier tasked the Department of Social Welfare and Development to directly distribute the cash assistance, with the help of the police and the military. Aside from the PSA teams and those deployed on the ground for the National ID System, Eleazar said they also included Business Process Outsourcing (BPO) personnel setting up work-from-home arrangements and BPO personnel being shuttled by their respective companies, including their Support Service Provider Crew. The Support Service Provider Crew of the Export-Oriented Business Personnel, including those inside the Economic Zones, are also exempted while being shuttled by their respective companies. “We have already included them in the list of people allowed to go out and travel, or the Authorized Persons Outside Residence (APOR),” said Eleazar. “We have already forwarded the updated list to the local police commanders who are supervising the Quarantine Control Points,” he added. The QCPs are where the checking of private vehicles and other non-cargo vehicles are done.
